Prevention of Sexual Abuse (PSA) Compliance Manager-Topeka, KS
JOB TITLE: Prevention of Sexual Abuse (PSA) Compliance Manager
LINE OF RESPONSIBILITY: Responsible to the Executive Director
FLSA CLASSIFICATION: Exempt
GENERAL DESCRIPTION:
Incumbent overseas implementation and ongoing compliance with the federal Interim Final Rule (IFR) on unaccompanied child sexual abuse and sexual harassment standards.
DUTIES:
E = essential function, M = marginal function
1. Maintains appropriate, satisfactory and harmonious relationships with the public, fellow employees and youth. (E)
2. Accepts additional duties as assigned. (M)
3. Manages program compliance activities to include:
a. making unannounced rounds; (E)
b. providing annual training for staff; (E)
c. overseeing window alarm checks; (E)
d. tracking data as required by UC Grant; (E)
e. promptly investigating alleged violations. (E)
4. Consults with Clinicians on cases identified as having potential of victimization including completion of SA/SIR (Sexual Assault/Significant Incident Report). (E)
5. Attends scheduled, required federal training. (E)
6. Manages the implementation of the Interim Final Rule (IFR) and ongoing compliance with its standards within the facility. The Office of Refugee Resettlement’s (ORR) IFR sets forth standards to prevent, detect, and respond to sexual abuse and sexual harassment in ORR care provider facilities that house unaccompanied children (UCs).
7. Directly manages actions taken based on reports of violations of codes of conduct with agency staff. Provides updates to ORR per standards. Upon receiving an allegation of sexual abuse or sexual harassment, monitors and evaluates the situation to ensure that the facility complied with the requirements of the IFR and ORR policies and procedures. Conducts incident reviews at the conclusion of every investigation of sexual abuse or sexual harassment and prepares a written report recommending any possible changes to better prevent, detect, or respond to sexual abuse or sexual harassment. Conducts an annual review of all sexual abuse and sexual harassment investigations and resulting incident reviews to assess and improve prevention, detection, and response efforts. Maintains all case records and regularly reports to ORR aggregate incident-based sexual abuse and sexual harassment data.
8. Develops, implements, and oversees care provider efforts to comply with the IFR and ORR policies and procedures. Serves as a point of contact with ORR’s PSA Team. (E)
9. Responds to the majority of requests from ORR related to sexual abuse prevention and response. (E)
10. Exercises delegated authority to manage compliance with the IFR. (E)
11. Provides routine updates to the supervisor on his/her/their areas of responsibility. Provides progress reports on standards implementation and compliance. Provides notice of any problems or challenges that need to be addressed. (E)
12. Develops written policies that follow best practices and meet the intent of ORR standards. (E)
13. Develops and implements a training plan that fulfills ORR’s training standards. (E)
14. Monitors screening procedures, reporting, and medical and mental health care treatment according to ORR standards. (E)
15. Supervises data collection efforts. (E)
16. Provides appropriate access and materials to ORR auditors. (E)
17. Supports and models a reporting culture that creates institutional safety and security. (E)
18. As may be needed, develops strategies to improve the culture of the agency. (E)
19. Engages with Training Coordinator to ensure that the training plan appropriately addresses training needed for staff. (E)
20. Engages with the HR Officer to ensure that all needed background checks are being completed on new hires and re-checks are being completed for current staff as required. (E)
QUALIFICATIONS:
REQUIRED: Must be 21 years of age. Hold a Bachelor’s degree from an accredited university in behavioral sciences, human services, or social services field. At least one year of experience working with child welfare standards, best practices, and compliance. Pass a KBI and CANIS background check. A good driving record in order to be insured by The Villages’ insurance company. Be able to lift and carry a minimum of 30 pounds. Must be computer literate and have working knowledge of Microsoft Office. Able to use printers, fax machines and other electronic equipment. Able to work independently with limited supervision.
PREFERRED: Two years of experience in a facility or program that is required to comply or voluntarily complies with state and federal standards and requirements regarding prevention, detection and response efforts to address sexual abuse, harassment, inappropriate sexual behavior and staff code of conduct. Full fluency (both reading/writing and speaking/hearing/understanding) in English and Spanish.

Assistant Program Director- Topeka, KS
JOB TITLE: Assistant Program Director
LINE OF RESPONSIBILITY: Responsible to the Program Director
FLSA CLASSIFICATION: Exempt
GENERAL DESCRIPTION:
The Assistant Program Director provides support to the Program Director in managing the Unaccompanied Children’s (UC) program. The Assistant provides input, feedback and assistance as requested. May exercise the authority of the Program Director as delegated. Manages the day-to-day operation of the UC Shelter Program.
DUTIES:

1. Provides support to the Program Director. May exercise authority of Program Director in his/her/their absence. (E)
2. Serves as secondary liaison to the Office of Refugee Resettlement (ORR). (E)
3. Develops and implements internal quality assurance measures. (E)
4. Provides regular and timely reports/data to ORR and other entities as required regarding operations and services. (E)
5. Participates in management team meetings. (E)
6. Remains available to respond to crisis situations 24/7. (M)
7. May review surveillance recordings of all incidents that meet criteria for such review and documents findings. (M)
8. Coordinates response to potential risks to the program. (E)
9. Participates in hiring and disciplinary actions pertaining to key program employees. (E)
10.
